Philippines, Singapore’s Infrastructure Asia to pursue PPP collaboration

MANILA, Philippines — The Public-Private Partnership (PPP) Center and Singapore-based Infrastructure Asia are collaborating anew to improve the country’s local infrastructure development amid the pandemic.

The PPP Center and Infrastructure Asia recently renewed their memorandum of understanding to advance the Philippines’ infrastructure sector through capacity building, policy formulation, and project development.

The two agencies signed their initial MOU in September 2019.



The renewal seeks to build on the initiatives already put in place to facilitate the continuous implementation of the PPP Center’s local strategy.

This strategy helped improve the capacity of local implementing agencies (LIAs) in PPP project development and on policy reforms for an enhanced PPP enabling environment.

It also intends to expand collaboration efforts on emerging sustainable infrastructure solutions, including but not limited to renewable energy, water supply, and sanitation.

The PPP Center is the main driver of the PPP program and central coordinating and monitoring government agency for all PPP projects in the Philippines.



Established by Enterprise Singapore and the Monetary Authority of Singapore, Infrastructure Asia, on the other hand, aims to support Asia’s social and economic growth through infrastructure development.

Initial accomplishments of the two parties include capacity building and PPP project support for the local government units of Ormoc City and the municipality of Bislig.

They also provided technical assistance and expertise in several training activities for LIAs on solid waste management, local government health, and dispute resolution.
