THE liquefied natural gas (LNG) projects of Lucio Tan group’s Batangas Clean Energy Inc. and US company Excelerate Energy L.P. are among those classified as energy projects of national significance.
The Energy Investment Coordinating Council (EICC), spearheaded by the Department of Energy (DoE), issued the certificate of energy project of national significance (CEPNS) to Batangas Clean Energy for its LNG terminal and combined cycle gas turbine power plant project.
The Tan group’s planned LNG terminal and power plant will rise in Barangay Pinamucan Ibaba and Pinamucan Proper in Batangas City.
Texas-based Excelerate Energy L.P. likewise obtained the CEPNS for its proposed open access LNG import terminal located offshore in Batangas Bay.
Excelerate and its local partner Topline Energy and Power Development Corp. would be investing approximately P11.1 billion ($230 million) to bankroll the development of its LNG project dubbed Filipinas LNG Gateway Project.
With import capacity of about five million tons of LNG per annum, Excelerate’s LNG facility will be able to supply fuel for up to 4,000 megawatts (MW) of baseload power generation, allowing it to service multiple power plant customers in Luzon.
The EICC also issued the CEPNS to Lopez-led Energy Development Corp. (EDC) for its Bacon-Manito Geothermal Expansion Project.
EDC, through its subsidiary Bac-Man Geothermal Inc., owns and operates the 140-MW Bacon-Manito Geothermal Project in the Bicol Region that straddles between Manito, Albay and Bacon, Sorsogon. It supplies clean and reliable power to the Luzon grid and to retail electricity customers.
As of November 6, the DoE has received 399 applications for EPNS. Of the total number, 149 were accorded with such certifications with total estimated investment cost of P794.52 billion.
Data from the agency showed it denied 139 applications while 76 projects were returned or notified of non-compliance as to form and/or documentary requirements. Meanwhile, 35 EPNS applications are still under evaluation.
The issuance of CEPNS is in line with Executive Order 30 signed by President Rodrigo Duterte in June 2017 that aims seeks to streamline the regulatory procedures and requirements relevant to the development of energy investments in the Philippines.
